Advice for a database website building?

I am conceptualizing a job listing site/blog. I need something where members can post listings and view the database of job posts. Similar to a craigslist format on a smaller scale.





Ideally it would need to be highly automated. Where users do the posting content themselves.





What would building this site involve?





What should I look for in a web designer?

Learn at least Photoshop, HTML, javascript, php, mysql and AJAX and write it yourself.


It is ';NOT'; a trivial matter, but a rather complex application. Expect quotes above 2000$. (I would not offer less than 4,500us$)
