Oh boy...you got it all wrong son.

One, too much cardio. That's why you're not building up.

Two, you need to do MORE weight lifting.

Seems you like a 3 day program. However, most bodybuilders use a 4-7 day split routine. The 3 day is for beginners who have not been to the gym or have been out of the gym for a long time. You need to go at least 4 days a week and split your routines. Also, 20 minutes of INTENSE cardio a workout is all you need to keep the heart healthy.

CHEST/TRI'S (4 chest exercise minimum, 2 tri exercise minimum)

BACK/BI'S (4 back exercise minimum, 2 bi exercise minimum)

SHOULDER (3 exercise minimum)

LEGS ( 2 thigh minimum, 1 hamstring minimum, 1 calve minimum)

So you're talking 12-20 sets a workout. 9 for shoulder days only.

Check out bodybuilding dot com. They have hundreds of workout programs for beginners. You will see exactly what I'm talking about.

Maybe the problem is in your blood circulation, it may not performing so well no matter how hard you try to push on exercise and body building. besides your muscle must have not been prepared for any body-sweating activity. I suggest you engage first in any blood circulation and muscle toning activities like stretching and massage. There are a number of centres in Europe for that. You can also find Destination Health and Wellness Spa through the following site:
